The Council has determined that an additional three persons have been involved in terrorist acts within the meaning of Article 1(2) and (3) of Council Common Position 2001/931/CFSP, that a decision has been taken with respect to them by a competent authority within the meaning of Article 1(4) of that Common Position, and that they should be subject to the specific restrictive measures provided for in Regulation (EC) No 2580/2001.

COUNCIL REGULATION (EU) 2016/2137 of 6 December 2016 amending Regulation (EU) No 36/2012 concerning restrictive measures in view of the situation in Syria.
On 6 December 2016, the Council adopted Decision (CFSP) 2016/2144,which provides for amendments to allow for the purchase and transport of oil and petroleum products and the related provision of financing or financial assistance in Syria by clearly defined categories of persons and entities for the sole purpose of providing humanitarian relief or assistance to the civilian population in Syria. That Decision also amends the relevant associated exceptions to the restrictions on the freezing of funds and economic resources.

COMMISSION IMPLEMENTING REGULATION (EU) 2016/1683 of 19 September 2016 amending for the 253rd time Council Regulation (EC) No 881/2002 imposing certain specific restrictive measures directed against certain persons and entities associated with the ISIL (Da'esh) and Al-Qaeda organisations.

Annex I to Regulation (EC) No 881/2002 lists the persons, groups and entities covered by the freezing of funds and economic resources under that Regulation.

On 14 September 2016, the Sanctions Committee of the United Nations Security Council decided to amend two entries in its list of persons, groups and entities to whom the freezing of funds and economic resources should apply. Annex I to Regulation (EC) No 881/2002 should therefore be updated accordingly.

The United Nations Security Council Subsidiary Organs Branch (the Secretariat) wishes to convey an update made to a change announced by the Secretariat on 2 March 2016, pursuant to resolution 2270 (2016) by which the Security Council added the names of 16 individuals and 12 entities, and further revised the list entries of one individual and one entity on the sanctions list maintained by the Security Council Committee established pursuant to resolution 1718 (2006) (the 1718 Sanctions Committee).

On 21 March 2016, an amendment was made to the list of economic resources controlled or operated by Ocean Maritime Management (OMM), as contained in Annex III of Security Council 2270 (2016). The names of four vessels, confirmed not to be economic resources controlled or operated by Ocean Maritime Management, are therefore no longer subject to the asset freeze imposed in paragraph 8 (d) of resolution 1718 (2006). .

Security Council ISIL (Da’esh) and Al-Qaida Sanctions Committee Review of Sanctions List.

The Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al-Qaida and associated individuals, groups, undertakings and entities has on 29 December 2015 completed the 2014 review of names on the ISIL (Da’esh) and Al-Qaida sanctions list in accordance with paragraph 42 of resolution 2083 (2012).  The purpose of the review is to ensure that the list is as updated and as accurate as possible, and to confirm that listing remains appropriate.  Please see the breakdown of the names reviewed and outcomes of the review.

The Committee’s ISIL (Da’esh) and Al-Qaida Sanctions List is updated regularly on the basis of relevant information provided by Member States and international and regional organizations.  An updated List is accessible on the Committee’s website

Following a decision of UN Security Council of 17 January 2016 to remove two entities from the list subject to measures imposed by points (c) and (d) of paragraph 6 of Annex B to UNSC Res 2231 (2015), EU 2016/74 removes two entities from the list in Annex VIII to CR 267/2012 and adds them to listing in Annex V to CD 2010/413 (ie. suspension).

Iran

The United Nations Security Council Subsidiary Organs Branch (the Secretariat) automatically conveys updates to the Consolidated United Nations Security Council Sanctions List. See the following updates made to a sanctions list maintained on the Secretariat's website.

The relevant updates being conveyed were made on 16 January 2016 pursuant to resolution 2231 (2015) by which the Security Council decided that Member States shall no longer freeze the assets and ban the travel of 36 individuals and entities specified in the attachment to Annex B of that resolution as soon as the International Atomic Energy Agency (IAEA) confirms to the Security Council that Iran has taken a series of nuclear-related actions called for by resolution 2231 (2015).   A report confirming this fact was submitted to the Security Council by the IAEA on 16 January 2016.

IRAN 'Implementation Day' 16th January 2016

The EU has produced an Information Note on the lifting of certain nuclear sanctions against Iran under the Joint Comprehensive Plan of Action JCPOA.

The final version of the EU Information Note on the lifting of certain nuclear sanctions is available now.

The purpose of this Information Note is to provide practical information to all interested parties on the commitments contained in the JCPOA concerning the lifting of the sanctions, the measures adopted at the EU level to meet those commitments and the various practical stages in this process.

This Information Note is organised as follows:

  • Section 1 introduces the structure of the JCPOA.
  • Section 2 describes the timelines for the implementation of the sanctions-related commitments under the JCPOA (Implementation plan).
  • Section 3 presents a detailed description of the sanctions lifted under the JCPOA on Implementation Day.
  • Section 4 contains an overview of the relevant EU legislative framework.
  • Section 5 details the EU sanctions or restrictive measures that will remain in place after Implementation Day. This section also includes an outline of the procurement channel.
  • Section 6 presents EU non-nuclear related sanctions that remain in place as they are not concerned by the JCPOA.
  • Section 7 is to address practical issues with regard to the JCPOA through questions and answers. Input for this section was provided by EU Member States, business community and other interested parties.

We draw your attention in particular to Q23 

Is it still necessary to file notifications and requests for authorisations relating to the transfer of funds pursuant to Articles 30, 30a of Council Regulation 267/2012 as currently applicable? Is there any limitation in relation to the amount of funds that can be transferred? 

As of Implementation Day, there is no requirement to file notifications and requests for authorisations relating to the transfer of funds to and from Iran as these articles are removed from Council Regulation 267/2012. Equally, restrictions linked to the amount of funds to be transferred no longer apply in accordance with the JCPOA.
