In recent years the Central Bank has observed an increasing reliance by regulated firms on outsourcing. In light of the evolving financial services landscape, growing international focus on outsourcing and increasing concerns in relation to outsourcing governance and risk management, the Central Bank embarked upon a review of outsourcing practices in regulated firms in the Banking, Insurance, Asset Management and Payment Institutions sectors. In November 2018, the Central Bank published the discussion paper “Outsourcing – Findings and Issues for Discussion”. The purpose of the paper is to set out the Central Bank’s findings and observations from this review and obtain feedback from interested parties on key risks and evolving trends associated with outsourcing or any aspect of outsourcing (whether covered in the discussion paper itself, or not).

The Central Bank received a number of responses to this discussion paper, which are available below. Following on from this publication and in consideration of the responses received, the Central Bank hosted an industry Outsourcing Conference at our North Wall Quay (NWQ) premises on Tuesday 30 April.
