Description

The Guidance on the Use of Service Companies for Staffing Purposes in the Insurance Sector (the Guidance), outlines the Central Bank of Ireland’s (the Central Bank’s) expectations of insurance and reinsurance (undertakings) who choose to enter staffing arrangements of this nature.

Publication of the Guidance follows a period of consultation and consideration/incorporation of the feedback received. The Central Bank received submissions from an insurance group and an industry representative body. Details on the Central Bank’s consideration of the feedback received are set out in the accompanying Feedback Statement. Many points raised in the submissions were addressed by making minor adjustments to the Guidance and/or clarifying, in the Feedback Statement, the Central Bank’s intention with respect to some of the provisions.
