Description

The Finance (Provision of Access to Cash Infrastructure) Act 2025 (the Act) provides for the continued provision of sufficient and effective access to cash infrastructure for individuals and small-medium enterprises (SMEs) in Ireland.

We wish to consult with the public and relevant stakeholder groups in relation to how we intend to implement key elements of the access to cash legislation.

The two key parts that we wish to consult on are - (1) Local Deficiency Guidelines; and (2) Requirements for ATM Operators.

The document below is our consultation paper on one part of the consultation process – i.e. proposed Requirements for ATM Operators.

  • In 2026, the Central Bank will publish regulations in respect of requirements for ATM operators relating to ATM service standards and notification requirements. The regulations will outline ATM service standards relating to the hours of ATM availability, cash withdrawal limits, banknote denomination stocking, maximum ATM unavailability periods, and signage and information requirements.  The regulations will also set out requirements for ATM Operators to notify the Central Bank of proposed changes to their business that alter the scope of their services and to notify ATM users in advance of any planned changes to their business. Through this Consultation Paper, the Central Bank is seeking the views of the public and relevant stakeholders to inform the setting of regulations that will apply to ATM Operators.
