Description

The Finance (Provision of Access to Cash Infrastructure) Act 2025 (the Act) provides for the continued provision of sufficient and effective access to cash infrastructure for individuals and small-medium enterprises (SMEs) in Ireland.

We wish to consult with the public and relevant stakeholder groups in relation to how we intend to implement key elements of the access to cash legislation.

The two key parts that we wish to consult on are - (1) Local Deficiency Guidelines; and (2) Requirements for ATM Operators.

The document below is our consultation paper on one part of the consultation process – i.e. proposed Access to Cash: Local Deficiency Guidelines:

  • The Act requires the Central Bank to prepare guidelines that set out how the Central Bank will receive notifications, undertake assessments, and make determinations regarding local deficiencies in cash infrastructure. The Local Deficiency Guidelines supplement the framework for local deficiencies that is provided for in the Act.  We welcome your views and feedback on this document and the questions therein.

Once you have had an opportunity to consider the consultation document on Local Deficiency Guidelines, the Central Bank is also seeking views in relation to Requirements for ATM Operators (i.e. notifications and appropriate service standards for operators of ATMs) and we would welcome your feedback on this document and the questions therein also.  You can access through the consultation papers homepage and select "CP164 – Access to Cash Consultation on Requirements for ATM Operators’"or click to CP164 page to go directly to that document.

The consultation process will remain open until 4 March 2026.  We welcome your feedback on one or both parts of the consultation process referred to above, and you can provide this feedback in a single response, if you wish.
